Ensuring policies and systems are in place to deliver high-quality primary health care to all; effectively leading, managing and regulating those systems; and fostering broad stakeholder participation and accountability. While governments are first and foremost responsible, non-state actors including civil society, community groups, private sector are critical contributors to success.

Decisions and plans undertaken by governments‚ with input from other stakeholders‚ that prioritize a primary health care approach to achieve health system goals.
Multi-Sectoral Approach
Intentionally involving and coordinating across entities whose work touches on primary health care, including governments, communities, civil society, private sector, payers, provider associations, and other nongovernmental organizations.
Adjustment to Population Health Needs
Intentionally designing the system to adapt and respond to health needs and trends within the local population.
